The Empire is in decline. You are its Emperor, but your power is not absolute. You'll need to get your edicts to pass on the Senate floor, where no one's intentions are what they claim. Bribe, expose, and disempower your rivals without putting a target on your back, and the Empire might just last another year. 

Anything can happen on the Senate Floor.

Idea is interesting, but I see following flaws here: 

1) Accuse and bribe works sometimes (but often button does not work at all). 

2) Because of 1), I can't understand logic of senators who are voting for "hidden agendas" 

3)  At Year 1021 I have no cards and can't vote. I expected either more cards or game end event.
